A brief observation on why a hedge needs to be cut periodically.
I've attached a photo which shows the difference between a hedge which is shared between two neighbours. We complete work for both properties.
In the image it's clear to see the difference between a hedge that is trimmed periodically (once or twice a year is usually sufficient), and what happens to the same hedge if it's not cut for a long time.
Particularly with conifer, once the branches become woody and the growth loose and unkempt, it's unlikely to be possible to return the finished cut to a tight neat hedge (When I took this photo I'd already cut off a lot of the growth from the left side hedge, but it'll never now look similar to the righthand side).
I'd say its always worth the effort and cost to try and keep the hedge in check, as once it's gone, sometimes its gone beyond saving!
